Microsoft boss Phil Spencer thought about pulling support for Fallout 76 back when the platform holder acquired developer Bethesda as part of the larger purchase of parent company ZeniMax. In a revealing email, Spencer suggested that if the game couldn't manage 10 million monthly average users (a number it would ultimately surpass), a decision should be made to "move on from it".
Yet another treasure from the trove of documents leaked during the course of the Microsoft v. FTC court case, TheGamer spotted this one, which can be viewed in full below.
2018's Fallout 76 was released with a whimper, an abysmal offering we favoured with a 3/10. To its credit (or shame), Bethesda kept at it, and around the time of the Wastelanders update in 2020, the game was in a much better place, thanks to a steady stream of free updates. News of ZeniMax's acquisition came a few months later, in September, and the below email is dated a year after that, 1st September 2021.
In the email, Spencer expresses distaste at bringing Microsoft Games to Sony's PS Now service, which was seen as a competitor to Xbox's Game Pass. But, if it meant boosting player numbers beyond the 10 million monthly active user threshold, then it was a price worth paying. Fallout 76 would come to PS Now the following month before ultimately being subsumed by PS Plus, and the rest, as they say, is history.

What do you think about Fallout 76's near brush with oblivion? Are you surprised that the black sheep of the Bethesda family is still around, considering the state it launched in? Equip a hazmat suit before venturing into the comments section below.

And they showed their gratitude by preventing Bethesda's next game from coming to Playstation.
Ugh I can't stand Spencer/Microsoft. Class-A piece of sh*t.
The latest emails that leaked clearly reveal their monopolizing strategy when talking about acquisitions. The nerve to say that Nintendo doesn't realize they'd be better as part of MS. Dude doesn't remember they are third, out of 3.
Truth is MS knows this is the only way they can compete. They are unable to nurture and grow their own studios so they just Buy them wholesale, milk them and then run them into the ground. The Forza series Is the only exception to the rule. They even manager to kill off Halo for f*cks sake x..D
But of course the US govt. will never reign it in because they are just as corrupt.
This makes me think that a potential reboot of Red Fall (they claim they wont abandon it) might actually launch alongside a PS5 version. Potentially directly launching on PSNow.
Gaming would be so much better off without Microsoft involved. Any way we can get rid of them and bring back Sega instead? I'm sure they could make a wicked reimagining of the Dreamcast or something.
Fallout 76 is alright i played all way through single player
it was worth my time good game
I don't know if Fallout 76 is still alive, but some games should be kept dead.
Shame on you fellow Playstationeers!
Our mission was to just play quality titles.. That's what the Sony ecosystem is for. And now I hear this...
Phil Spencer is such a disgusting hypocrite, how do people even fall for his shtick anyway.
So i'm reading this and my take is that the playstation community pretty much saved this game so that deserves a big round of applause to those that played and saved 👍. But all i'm reading in the comments is what a big ***** spencer is and how microsoft are total horrors. Way to go people lets just skip a positive and grab those pitch forks 🤣.

@Joseph1988 That's pitty, because I loved Mega Drive.
I gave it a go when it was on Plus, played a few hours but didn’t go back. Just shows how they need PlayStation if you ask me.
I can't help but feel the title is a bit misleading and hyperbole after reading the email in the article
It says "ps now can help support the game gaining relevance" not that ps now saved the game. Infact nowhere in the email does it say that..so I'm not sure where you got the headline from, at all
The title of the original article you linked on thegamer seems way more accurate "Phil Spencer Considered Ditching Fallout 76" infact they never mention PlayStation saving the game at all in the original article...
Are you just trying to fan the flames for engagement? Not a very Good look
@Northern_munkey
I think the take away (beyond news on a pretty much dead game) is that MS are, as we know, very much in the subscription service wars and will use all their money and buying power to keep games off of PS Extra/Premium. Now I’m not saying I blame them for this, but it’s this type of thing from a man who keeps saying he wants to make games available to more people than ever, that hits people as disingenuous. Nobody would have this dislike for the suit if he’d just be honest, but for months we’ve been reading how two faced he is and how much he lies to the gaming community, so I can understand people’s reaction if they previously bought into him, lol.
@thefourfoldroot1 oh dont get me wrong here as the bloke is obviously demented but the responses dont really paint us in a good way. We should be taking this as a positive but some are using it to just say whats already been said..
I'm glad these emails have surfaced as finally everyone can see the snake Phil Spencer is. I'd take someone like Jim Ryan over him anyday.
@Sakai There was even an email from CFO Tim Stuart who said "It bothers me that F76 is on PSNOW without getting much for it" (after the acquisition, when it was about the whole portfolio -> or title by title)
@Loamy Case by Case was just Phil’s way of spinning it that they would look at each game that was coming out and say No to a PlayStation version. I am pretty convinced that there will not be a game made by Bethesda going forward that will be released on PlayStation. And Phil wants as many games played by as many people…
From now on, I'll refer to Phil as the XGP Nonce.
He should just be transparent and upfront; either make his disdain for Microsoft's competitors known or just keep quiet about it.
Don't put up this fake games-are-for-everyone-regardless-of-platform façade as the truth will eventually be revealed.
@QuietintheCorner
Sony paying to keep games of Sega consoles didn't exactly help though...
@QuietintheCorner Yep, clarity at its best!
@Northern_munkey because the hypocrisy from Spencer is such a standout.
You go on ahead and put flowers on your head celebrating that PS Now helped F76 stay afloat.
Vile company
Can’t wait for Sunset Overdrive 2 to come out and be only on Playstation and see how supportive everyone here will be of it. Also as I said on PX; try and be nice, people. I know that is a lot to ask of the PS community.
I'm more interested in Phil talking like a third party publisher there at the end. It's the ultimate end-game for Xbox.
@N1ghtW1ng
Right. I lost a lot of respect for Phil. I can't stand the duplicity.
I think that statement at the end is the real nugget to this story. The fact he reluctantly consented to including Fallout76 as a one-off against his overarching philosophy of “if you want this game, you gotta take the whole portfolio.”
In the context of Call of Duty, that’s a scary position for Xbox to take. I know all publishers do this, as he mentions in the email (incidentally, I think that’s how PlayStation ended up with the underwhelming Forspoken, since I suspect it was handcuffed to Final Fantasy XVI and FF Rebirth, most likely as a package deal). Xbox has already agreed that COD will stay on PlayStation for 10 years, but this is in direct opposition to that last statement in the email and would suggest he’d want to leverage COD in order to prop up their portfolio in other ways on PS.
@K1LLEGAL In the unlikely event that Sunset Overdrive 2 ever actually happened if it was a direct sequel that continued the story from the original then I'd like to see an Xbox release. However, if it is a completely new story with different characters and setting then it can be exclusive and Xbox gamers can't complain about it as it would just be following the same logic as Fallout and The Elder Scroll where although releases are numbered the games are classed as separate games and earlier games being released on other consoles does not mean that future releases should have to.
@Th3solution You may be on to something there, he could be planning on using CoD as a means to force Sony to allow game pass on PlayStation.
@Th3solution
You got it. After the empty ten-year deals expire, it's going to be, "If you want our (bought) games on your platform, you have to get them through allowing Game Pass on your platform."
After the Bethesda acquisition when "Gaming-for-all" Phil toned down the doublespeak a bit, he said Bethesda games would "ship on platforms where Game Pass exists." That's a hint at the direction they are going.
Even when the game was free on psplus i still didnt download it.they had much better game to give.but Bethesda is giving it for free.yeah im good.come on lies of p.aka phil Spencer.although lies of p is a excellent game.word up son
@TheCollector316 demanding Sony allows GamePass on PS to get all future Xbox game studios games on the platform is not the same as them only being accessible via Game Pass, though. I’m sure if GP was ever allowed on PS, it would be pretty much like EA Play: you can buy the games, or play them as part of the subscription. Either way, at that point all, or almost all, games get PS ports. It’s unlikely a PS Game Pass would include anything but Xbox titles on it.
IMO that is a win/win for absolutely everyone.
@arsmolinarc thanks for that. I always appreciate a constructive response. I dont think flowers will go with my crown of thorns 👍
Unbelivably wrong, @tangyzesty. So what would happen if Sony were the only home console?
Would you be paying $500 for a console? Nope!
Would their first party games be $70? Nope!
Would you have the equivalent of Game Pass? Nope!
Without competition from Microsoft, no matter how poor it maybe in many areas, Sony would run rampant. You have to remember, that Sony does not know any of us. They only have designs on the coin in your pocket. If they could charge us more, they would. The only thing that stops Sony from fleecing us, is the concern of there being competition that we would turn to if they press us too hard.
It is also worth remembering that Sony were the first to increase the prices of consoles. The first ones to up the prices of games. Also only did the equivalent of Game Pass because of the popularity of the Xbox service.
Competition keeps the markets in check, and ensures that companies innovate. Love 'em, or hate 'em (or indeed, really hate 'em) we need Xbox to keep going. There is no alternative to Microsoft. Sony already has a decent stranglehold on the gaming industry by having around three times the numbers of gamers playing on their system than there are on the Xbox. Sony may not be the biggest company in the industry in terms of financial clout, but they are the ones with the largest player-base, and to a great extent, that is what counts...
@playstation1995
Lies of P(hil). Good one.
I understand your sentiments, @UltimateOtaku91. Having these emails surface is not a good look for Spencer or Microsoft. However, it would be incredibly naïve to believe that Ryan has not produced similar emails that would make Sony look just as bad were they to be made public. I imagine all companies express themselves in a similar manner, it's just unfortunate for Spencer that these emails have leaked...
I think the reason that Xbox gamers like Spencer, @Jamesblob, is because of the terrible state that the Xbox was left in by his predecessor. There was a real possibility that the Xbox would have ceased to exist prior to this generation. Spencer persuaded Microsoft to properly invest in Xbox by buying the likes of Bethesda (and indeed ABK), and in doing so, he saved the Xbox brand. I think that is why he is liked by the Xbox community. He is seen, quite literally, as their Saviour, because that is what he did. That's not to say that everyone believes everything that he says. Far from it! However, he is given a hearing because of the way he has turned Xbox around...
I don't believe that a new Fallout game has even been started, @Victor_Meldrew. All attention was directed at Starfield over the past several years, and a small team was set up to scope out a story for Elder Scrolls 6, on which, again, I don't believe work has properly begun. It's going to be a decade yet before we see another Fallout game..
@Fiendish-Beaver PS Now existed before game pass in some capacity. You could argue that game pass may have forced Sony to improve on PS Now until we ended up with Plus Extra and Premium but you could also argue that game pass might not have existed without PS Now. Your other statements are also pure speculation. We don't know what Sony would do without any competition, yes the temptation would be there for them to raise prices but you couldn't say that they definitely would do that. You could say the exact same arguments about what MS or Nintendo would do if they didn't have any competition. It's not that long ago that MS tried to hike up the price of Gold and were forced to swiftly reverse that policy after a massive backlash. Like you said, none of these companies are here to be our friend and they only care about getting as much of our money as they can, but that also includes MS.
Of all the leaked emails why post a story on this other than to flame the console wars. What about the Jim Ryan emails that surfaced from the leaks? Many of you may find Spencer a hypocrite but Jim Ryan is the biggest one of them all. I understand that this is a PS centric website but at least have some balanced reporting.
@Sakai I have to completely agree with this, I read the whole thing (email included). Where are the numbers that tell us PS actually saved this game? I mean, it's fair to assume it played a role in ensuring the game is still being supported, but to what extent is kind of unknown; save feels like a bit of an overstatement without further context.
I struggle to see the logic behind the way this is written other than the intent to be inflamatory , and I think there's very little need for this in today's climate in the gaming community. I know this is PS centric, but I don't think this should be a synonym of hating Xbox (or whatever other platform) despite the unfortunate number of people seemingly struggling (or refusing) to love their platform without hating the other.
And as our rewards no Bethesda games 😂
@Stamnoso nowhere does it say anything remotely like Playstation saved FO76, even in the original article from Thegamer. If anything the headline should read "Fallout 76 was nearly canned" or something similar, as that is the truth, just like Thegamer used.
Judging by the comments above, they succeeded in fanning the flames once again (and i guess alot of people didnt read the article properly or check the sources.)
I just expected alot better from Pushsquare, but I have noticed them starting to do this more and more recently, and I am not a fan of misinformation. Its another reason why the comment sections are getting worse and worse, as the content is actively encouraging it.
I understand Playstation leaning opinions on a Playstation centric website, but passing this off as News, with the fabricated fanboy headline, is pretty bad and deserved calling out. Glad to know I am far from the only one to see through it
I don't particularly like Phil nor dislike him. I work in a food behemoth multinational (with people quite high up in hierarchies) and in my view of this email is that it is standard business management activities and nothing more.
Many things can and should be critisied about the leaked emails and I'm sure he's lied in many occasions etc., but I fail to see how this email adds to that count. He said multiple times that they consider in which platforms they publish on a title to title basis. As low as the actual number of titles making it to PS might be, this is kind of proving that to a certain extent they do consider it. I guess for Fallout76 it made sense to "launch" in PS service, but for most it doesn't in the long run of their strategy.
What I feel many of you fail to see is that I don't believe Xbox is actively trying to screw PS players (emphasis on players) over (and viceversa with Sony or Nintendo when they manage their launches) They are just running their business. They do whatever they think is gonna get them more money or aligns with their strategy in the long run. These are companies fighting for a piece of the same cake, not a family or group of friends; the fact that PS "saved" Fallout76 won't translate into "I'll release starfield on your system as a thanks now", no offense, but directly competing businesses don't work like that as a norm (although ocassionally they might back each other on specifics)
There's plenty to genuily critisise about how these big gaming companies operate (e.g. MS strategy around aquisitions and what in practice seem to be sometimes low standards of development and quality assurance) Why you choose to focus on unreasonable logics, such as "back scratching" or "genuine world domination type evil" is beyond my ability to understand. Just enjoy gaming while it's still semi-decent, regarless of the platform and use compelling arguments to back your opinions. This cheap negativity going on around ain't healthy, sorry.
@Sakai Yeah the title is wild i mean the email doesn't even say anything about dropping support either, if anything Todd saved fallout 76 or zenimax we've seen with ESO how zenimax online can turn games around so maybe they had a hand in steering Bethesda's F76 in a better direction.
@tangyzesty Better? What's that guy's name who doesn't even play games yet run SCE? He's the dude who made games cost 70 dollars, if there was only sony 100% the price of games would be going up every year amd the quality would still be in decline like it as for years. Also who wants to play third person action adventure for end of time?
@Deityjester I agree. But it doesn't look like they are going to change it, as its been like it all day. I guess engagement is more important than integrity
I agree with much of what you say, @Kevw2006, and yes, it is speculation on my part, but with some justification in the way that Sony has behaved just this generation. As for MS or Nintendo doing exactly the same, you will find no argument from me there. They absolutely would, given the opportunity. The reality is though, any company that is the sole provider of a product, will sell it at the very highest price they can. It is only competition (particularly strong competition) that forces companies to be more competitive, both in pricing and innovation...
They... Really shouldn't have.
The hate for Phil Spencer on here is laughable at this point. There's some very angry people who would be his biggest fans if he worked for PlayStation.
Ouch. The hate is real.
Im certainly not in the weird cult of Phil worship.
But I read the email and thought he was simply runnning his buisness effectively, I'm not understanding why the hate?
Apart from the fact he's lying slimey ceo type like all the rest of them, of course.. 🤣
@AdamNovice yes. If you read phils email you'd understand why.
@djlard its actually getting a big alantic city update, it took a while with updates paid and free , but its actually way better now then when it first came out.
@Tharsman It won't.
Right, Fallout 76 was saved by Playstation, but that''s not enough to convince MS Starfield and TES need Playstation. That's okay. MS will ruin those franchises just as they did Halo.
@Fiendish-Beaver
Two things:
1. I never said anything about wanting one console maker.
2. You responded with a dissertation to an obviously tongue in cheek post. I hope you didn't waste too much time on it.
@Deityjester
Again, reading comprehension is important, guys. I never said anything about wanting only one console manufacturer. Re-read my original comment if it will help you.
@tangyzesty "Gaming would be so much better off without Microsoft involved."
There are only two manufacturers, Nintendo doesn't count they make handhelds, switch isn't a true console it's a handheld gimmick, so don't talk about comprehensive if you couldn't even touch the Richter scale mentally like i do.
If it's any consolation, it seems that Bethesda is slowly sinking beneath its own hubris. Starfield is just OK, and is Bethesda's lowest rated game on Steam (apparently). Fallout 4 before it was probably the least well received Fallout game. The less said about F76, the better. It was broken when it released and it's deeply mediocre now. I don't think the community is missing out on much with this divorce.
Fair enough, @tangyzesty. I did not pick up on your comment being tongue in cheek. My bad.
However, there are only two home consoles, as such. PlayStation and Xbox. Nintendo is essentially a handheld console that can be used in big-screen mode. However, the Switch is not really the one that the PlayStation is competing with. The Switch is usually thought of as being a generation behind the other two, in terms of power (so the current Switch is believed to be roughly on par with the PlayStation 3 and the Xbox 360, and when the Switch 2 comes out (probably next year) it is rumoured to be on par, in terms of power, with the PS4 and the Xbox One). So again, the Nintendo, is not the one to push the PlayStation console.
Like 'em or not, we need Xbox to keep Sony competitive and innovative...
@Deityjester lol switch is the third best selling console of all time, that's a bit more than a gimmick I think.
Edit : the argument that Nintendo are not competitors is ludicrous. They are a gaming company, the power of their console is not relevant.
From the install base, to the service and timing, I mean many games can be getting some attention more on GP/PS+ Essential so I can kind of see why. Besides just the period it was maybe what was out when it was added to PS+ anyway? Was it a pretty barren month for AAA then I don't know for sure that can be a factor sometimes.
But I mean regardless of the state of the game, I didn't mind what it tried to do (same reason I didn't mind the No Man's Sky take on multiplayer then they changed it but I get why and why audiences want different things). Fallout 76 was not perfect, it's issues were there and it's differences were sometimes. I mean I didn't think lacking NPCs was that bad, could it be lazy yes but it is an apocalyse so is it that bad to have messages/robots left around no, but is it that bad an apocalyse I guess not and some survivors need to be there as well as yeah it is pretty lazy in some cases too... XD
(the MMO/survival like nature of it in areas and what people expect from a Fallout game also was a factor when they should have had better trailers (same issue I have with Forza Motorsport 8 I didn't want montages I don't care about them give me answers and when they did I didn't think much more highly of it and it hasn't even released yet, them hiding it made it worse besides the decisions they have in place. For racing games if I don't know the career mode I won't play it, physics/career mode structure/menus/tracks matter to me so tell me what I'm getting), a more clear sign to 'this is a Fallout MMO/live service', 'a Fallout for a different audience' then hiding it from people besides it's awkward state it was in).
